I need the name to a cartoon movie about cats?

all i can remember is one seen where there are two cats on a train, a girl cat and a boy cat and a bunch of scrawny black cats start singing on top of the train and try to catch the two cats and they all had french accents, i think the girl cat was a cabaret dancer or something.
